The California Commercial Mechanical Inspector (I4) exam is a 50-question, open-book test administered by ICC and proctored by PSI Services. You have 2 hours to complete it and need a score of 75% or higher to pass — 38 correct answers out of 50. The exam is based on the 2022 California Mechanical Code (CMC), which adopts the Uniform Mechanical Code (UMC) with California amendments. Nineteen topic areas are tested, with Combustion Air weighted most heavily at 14% of the exam. The open-book format helps, but the I4 has the highest passing threshold of the California inspector exams at 75%, and 50 questions in 120 minutes means only 2 minutes and 24 seconds per question — fast for a code-lookup exam. Candidates who have not pre-tabbed and indexed their CMC consistently run out of time.

The I4 exam is administered by PSI Services at testing centers throughout California. It is an ICC certification — you register through ICC and schedule your test session through PSI. The exam is open book: you may bring the official 2022 California Mechanical Code (ICC publication) into the testing room. No other references or notes are permitted. The passing score is 75% — the highest of any California inspector exam offered by ICC. ICC requires a 30-day waiting period before retesting if you fail. Results are reported immediately at the end of your session. The exam spans 19 topic areas drawn from the CMC, covering the full range of commercial mechanical systems from combustion air and fuel supply to commercial hoods and refrigeration.

Three areas cause the most failures on the I4. First, the 75% passing threshold: at 38 correct out of 50, there is very little margin for error. A candidate can miss only 12 questions total — across 19 topic areas — and still pass. This makes the I4 less forgiving than the I3 (72%) or I2 (72%), and candidates who approach it casually after passing other ICC exams are frequently surprised by their score. Second, combustion air sizing: at 14% of the exam, it is by far the largest topic and involves calculating air supply requirements based on appliance BTU input, room volume, and opening locations. These are applied calculation questions that require knowing the CMC method cold — candidates who have not practiced the calculation procedure under time pressure struggle here even with the code open in front of them. Third, commercial hood ventilation: hoods for commercial kitchens are a frequent inspection failure point in the field, and the exam reflects this. Questions test hood type selection, exhaust CFM requirements, clearances, grease filter specs, and makeup air rules — a cluster of interrelated requirements that are easy to confuse.

The 2022 California Mechanical Code (2022 CMC), which adopts the 2021 Uniform Mechanical Code with California amendments. Make sure you have the California edition — it includes California-specific seismic, energy, and installation requirements not in the base UMC.

ICC requires a 30-day waiting period between exam attempts. There is no limit on total retakes, but each attempt requires paying the exam fee again.
The tight time limit makes pre-tabbing the 2022 CMC essential — organize your code by chapter and mark the combustion air sizing tables, vent sizing tables, and hood requirements before exam day. Focus your study on the high-weight topics: Combustion Air, Venting, Hoods, and Fuel Supply. ICC requires at least one year of experience in the mechanical or HVAC trade, or equivalent education. Requirements are confirmed at registration through ICC.
The I4 certifies you as a commercial mechanical inspector — qualified to inspect HVAC and mechanical installations for code compliance. The C-20 licenses you as an HVAC contractor — qualified to perform HVAC work. Both require knowledge of the CMC, but the I4 focuses on inspection and code enforcement while the C-20 emphasizes installation practice and business law.
